安徽省新污染物治(zhi)理工作(zuo)方案(公開征求意(yi)見稿)

 為(wei)貫徹落實國務院辦公(gong)廳《新污染物(wu)治(zhi)理(li)(li)行動方案》,加強新污染物(wu)治(zhi)理(li)(li),切實保(bao)障生態環境安全和公(gong)眾健康,制定本工作方案。

一、指導(dao)思想

以(yi)習近(jin)平新(xin)時代中國特色社(she)會主(zhu)義思想為(wei)(wei)指(zhi)導,全面貫(guan)徹(che)黨的二十大精(jing)神,深入(ru)踐行(xing)習近(jin)平生態文明思想,立足新(xin)發(fa)展階段,完(wan)整、準(zhun)(zhun)確、全面貫(guan)徹(che)新(xin)發(fa)展理念(nian),構建(jian)新(xin)發(fa)展格局(ju),推(tui)動高質量發(fa)展,認真(zhen)落(luo)實省(sheng)委省(sheng)政府打好(hao)污染(ran)(ran)防治(zhi)(zhi)攻堅戰要(yao)求(qiu),以(yi)有效防范新(xin)污染(ran)(ran)物環(huan)(huan)境與健(jian)康風(feng)險(xian)為(wei)(wei)核心,以(yi)精(jing)準(zhun)(zhun)治(zhi)(zhi)污、科學治(zhi)(zhi)污、依法治(zhi)(zhi)污為(wei)(wei)工(gong)作方(fang)針,遵循全生命周期環(huan)(huan)境風(feng)險(xian)管理理念(nian),按照“科學評(ping)估、精(jing)準(zhun)(zhun)施(shi)策,標本兼治(zhi)(zhi)、系統推(tui)進,健(jian)全體(ti)系、提升能力”原則(ze)要(yao)求(qiu),開(kai)展調查評(ping)估,實施(shi)分(fen)類治(zhi)(zhi)理,推(tui)動全過程環(huan)(huan)境風(feng)險(xian)管控,加(jia)強制度和科技支撐保障,建(jian)立健(jian)全新(xin)污染(ran)(ran)物治(zhi)(zhi)理體(ti)系,深入(ru)打好(hao)污染(ran)(ran)防治(zhi)(zhi)攻堅戰,為(wei)(wei)全面建(jian)設現代化(hua)美好(hao)安徽(hui)提供堅實的生態環(huan)(huan)境保障。

二、工作目(mu)標

到2025年,大(da)氣(qi)、水(shui)、土壤(rang)多環(huan)境(jing)介(jie)質(zhi)協同治(zhi)理(li)(li)統籌推進,重(zhong)點管(guan)控(kong)新污(wu)染(ran)物專項治(zhi)理(li)(li)深入開展,高關注、高產(用)量的化(hua)學物質(zhi)風險篩查基本完(wan)成,有毒(du)有害化(hua)學物質(zhi)環(huan)境(jing)風險防控(kong)體系逐步完(wan)善,新污(wu)染(ran)物治(zhi)理(li)(li)長效機制初(chu)步構建,新污(wu)染(ran)物調查、監測(ce)、評估及治(zhi)理(li)(li)能(neng)力顯(xian)著提升。

三、主要任務

(一)建立健全污新污染(ran)物治理體系

1.建(jian)立新(xin)(xin)(xin)污(wu)染物治理(li)協同(tong)管(guan)理(li)機(ji)制。建(jian)立生(sheng)態環境部(bu)門(men)牽頭(tou),發展改革(ge)、科(ke)技(ji)、經濟和信息(xi)化、財政、住房(fang)(fang)城鄉(xiang)建(jian)設(she)、農業農村、商務、衛生(sheng)健(jian)康、海關(guan)、市場(chang)監管(guan)等(deng)部(bu)門(men)參加的(de)新(xin)(xin)(xin)污(wu)染物治理(li)省(sheng)(sheng)(sheng)(sheng)級(ji)跨部(bu)門(men)協調機(ji)制,統籌推進新(xin)(xin)(xin)污(wu)染物治理(li)工作。按照省(sheng)(sheng)(sheng)(sheng)負總責、市縣落(luo)(luo)實(shi)的(de)原則,完善新(xin)(xin)(xin)污(wu)染物治理(li)的(de)管(guan)理(li)機(ji)制,全面落(luo)(luo)實(shi)新(xin)(xin)(xin)污(wu)染物治理(li)屬地責任。(省(sheng)(sheng)(sheng)(sheng)生(sheng)態環境廳(ting)(ting)牽頭(tou),省(sheng)(sheng)(sheng)(sheng)發展改革(ge)委、省(sheng)(sheng)(sheng)(sheng)科(ke)技(ji)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)經濟和信息(xi)化廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)財政廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)住房(fang)(fang)城鄉(xiang)建(jian)設(she)廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)農業農村廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)商務廳(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)衛生(sheng)健(jian)康委、省(sheng)(sheng)(sheng)(sheng)市場(chang)監管(guan)局、省(sheng)(sheng)(sheng)(sheng)藥(yao)監局、合(he)肥海關(guan)等(deng)按職責分工負責,各市縣人(ren)民政府負責落(luo)(luo)實(shi)。以下(xia)均需各市縣人(ren)民政府落(luo)(luo)實(shi),不再列出)

2.落實(shi)新(xin)(xin)污染(ran)物(wu)治理法(fa)律法(fa)規及(ji)相(xiang)關制(zhi)度(du)。全面依法(fa)落實(shi)化學物(wu)質環(huan)境(jing)信息調(diao)查(cha)、環(huan)境(jing)調(diao)查(cha)監(jian)(jian)測、環(huan)境(jing)風險(xian)評(ping)估與管(guan)控制(zhi)度(du)。組建安徽省(sheng)新(xin)(xin)污染(ran)物(wu)治理專家委員會,強化新(xin)(xin)污染(ran)物(wu)治理技術支撐。(省(sheng)生態環(huan)境(jing)負(fu)責)加強農(nong)藥、獸(shou)藥、藥品、化妝品管(guan)理等相(xiang)關制(zhi)度(du)與有毒有害化學物(wu)質環(huan)境(jing)風險(xian)管(guan)理相(xiang)關制(zhi)度(du)的(de)銜接(jie)。(省(sheng)農(nong)業農(nong)村廳、省(sheng)市場(chang)監(jian)(jian)管(guan)局、省(sheng)藥監(jian)(jian)局按職責分工負(fu)責)

(二)開(kai)展調查監(jian)測(ce),評估新污染(ran)物(wu)環(huan)境風險狀況

3.開展(zhan)化(hua)(hua)學物(wu)質(zhi)(zhi)環境(jing)(jing)信(xin)(xin)(xin)息調(diao)(diao)(diao)(diao)查。按照國家化(hua)(hua)學物(wu)質(zhi)(zhi)環境(jing)(jing)基本信(xin)(xin)(xin)息調(diao)(diao)(diao)(diao)查工作要求,結合我省產業(ye)布局特點(dian),聚(ju)焦化(hua)(hua)工、涂料、紡織印染(ran)、橡膠、皮革、農藥、醫藥、畜牧水產等(deng)重點(dian)行業(ye),開展(zhan)化(hua)(hua)學物(wu)質(zhi)(zhi)生產使(shi)用的品種、數(shu)量、用途等(deng)基本信(xin)(xin)(xin)息調(diao)(diao)(diao)(diao)查,對高關(guan)注化(hua)(hua)學物(wu)質(zhi)(zhi)進一步開展(zhan)詳細信(xin)(xin)(xin)息調(diao)(diao)(diao)(diao)查。2023年底前,完成首(shou)輪化(hua)(hua)學物(wu)質(zhi)(zhi)基本信(xin)(xin)(xin)息調(diao)(diao)(diao)(diao)查和首(shou)批(pi)環境(jing)(jing)風險優先評估化(hua)(hua)學物(wu)質(zhi)(zhi)詳細信(xin)(xin)(xin)息調(diao)(diao)(diao)(diao)查。(省生態環境(jing)(jing)廳(ting)負責)

4.開(kai)(kai)展新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)查監(jian)測(ce)。研究(jiu)制定安徽省新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)查監(jian)測(ce)專項工(gong)作方案。基于(yu)我省區域特點(dian)和(he)產業(ye)結(jie)構分布,依托現有生(sheng)態(tai)環(huan)(huan)境(jing)監(jian)測(ce)網絡,推動在重點(dian)地區、重點(dian)行業(ye)、典型工(gong)業(ye)園區開(kai)(kai)展新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)查監(jian)測(ce)試點(dian)。加(jia)強對(dui)水(shui)產養(yang)(yang)殖(zhi)尾(wei)水(shui)和(he)畜禽養(yang)(yang)殖(zhi)糞污(wu)(wu)的抗生(sheng)素(su)檢測(ce)。探索開(kai)(kai)展集中式飲用水(shui)水(shui)源地新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)查監(jian)測(ce)。2025年底前(qian),初步建立安徽省新(xin)污(wu)(wu)染(ran)物(wu)環(huan)(huan)境(jing)調(diao)查監(jian)測(ce)體系。(省生(sheng)態(tai)環(huan)(huan)境(jing)廳負責)

5.開展化學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)(feng)險(xian)(xian)評(ping)估(gu)(gu)(gu)。以國家發(fa)布的化學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)(feng)險(xian)(xian)優先評(ping)估(gu)(gu)(gu)計劃及高(gao)關注、高(gao)產(chan)(用(yong))量、高(gao)環(huan)(huan)(huan)境(jing)(jing)檢出(chu)率(lv)、分散式用(yong)途的化學(xue)物(wu)質(zhi)(zhi)為(wei)重點,開展環(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)(feng)險(xian)(xian)篩查與風(feng)(feng)(feng)險(xian)(xian)評(ping)估(gu)(gu)(gu),識別區域(yu)管控重點。2023年(nian)底前(qian),開展首(shou)輪化學(xue)物(wu)質(zhi)(zhi)環(huan)(huan)(huan)境(jing)(jing)風(feng)(feng)(feng)險(xian)(xian)優先評(ping)估(gu)(gu)(gu)工作。(省生態環(huan)(huan)(huan)境(jing)(jing)廳負責(ze))

6.積極落實新(xin)污染(ran)物(wu)管控(kong)要求。針(zhen)對列入優先控(kong)制(zhi)(zhi)化(hua)學品名(ming)錄的化(hua)學物(wu)質以及抗生素、微塑料等其他重(zhong)點新(xin)污染(ran)物(wu),落實“一品一策(ce)”管控(kong)措(cuo)(cuo)施(shi),依據管控(kong)措(cuo)(cuo)施(shi)的技術可(ke)行性(xing)和經濟社會(hui)影響評(ping)估結果,對照重(zhong)點管控(kong)新(xin)污染(ran)物(wu)清單(dan),加(jia)強(qiang)對優先控(kong)制(zhi)(zhi)化(hua)學品的主(zhu)要環(huan)境排(pai)放源監(jian)管,及時實施(shi)禁止、限制(zhi)(zhi)、限排(pai)等環(huan)境風(feng)險管控(kong)措(cuo)(cuo)施(shi)。探索研(yan)究有(you)關地方(fang)政策(ce)標準。(省生態環(huan)境廳(ting)牽(qian)頭,省經濟和信息(xi)化(hua)廳(ting)、省農業農村廳(ting)、省商(shang)務廳(ting)、省衛(wei)生健康委、合肥海關、省市(shi)場(chang)監(jian)管局、省藥(yao)品監(jian)管局參與(yu))

(三)嚴格源頭管控,防范新污染(ran)物(wu)產生

7.嚴格落實(shi)新(xin)(xin)(xin)化(hua)(hua)學(xue)物質環境(jing)(jing)管(guan)(guan)理(li)(li)登記(ji)制(zhi)度(du)(du)。嚴格執行《新(xin)(xin)(xin)化(hua)(hua)學(xue)物質環境(jing)(jing)管(guan)(guan)理(li)(li)登記(ji)辦法》,落實(shi)企業新(xin)(xin)(xin)化(hua)(hua)學(xue)物質環境(jing)(jing)風險防控主體責(ze)任。全面摸排新(xin)(xin)(xin)化(hua)(hua)學(xue)物質生產、進(jin)口和加工使用情況(kuang),加強(qiang)新(xin)(xin)(xin)化(hua)(hua)學(xue)物質環境(jing)(jing)管(guan)(guan)理(li)(li)登記(ji)監督檢查(cha),按照“雙隨(sui)機(ji)、一公(gong)開(kai)”原(yuan)則,將新(xin)(xin)(xin)化(hua)(hua)學(xue)物質環境(jing)(jing)管(guan)(guan)理(li)(li)事項納入(ru)環境(jing)(jing)執法年度(du)(du)工作計劃,加強(qiang)對《新(xin)(xin)(xin)化(hua)(hua)學(xue)物質環境(jing)(jing)管(guan)(guan)理(li)(li)登記(ji)辦法》落實(shi)情況(kuang)進(jin)行環境(jing)(jing)管(guan)(guan)理(li)(li)監督執法檢查(cha),加大對違法企事業單位處罰力度(du)(du)。(省生態環境(jing)(jing)廳(ting)負責(ze))

8.嚴(yan)(yan)(yan)格(ge)(ge)落實淘(tao)(tao)汰(tai)或(huo)限用措施(shi)。按(an)照重(zhong)點(dian)管(guan)(guan)控(kong)新(xin)污染(ran)物(wu)(wu)(wu)清(qing)單要求,禁(jin)止(zhi)(zhi)、限制重(zhong)點(dian)管(guan)(guan)控(kong)新(xin)污染(ran)物(wu)(wu)(wu)的(de)(de)(de)生(sheng)(sheng)產、加(jia)工(gong)(gong)使用和(he)進(jin)(jin)出(chu)口(kou)(kou)。(省(sheng)(sheng)(sheng)生(sheng)(sheng)態環(huan)境廳(ting)(ting)(ting)(ting)牽(qian)頭(tou),省(sheng)(sheng)(sheng)農業(ye)農村(cun)廳(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)市場監(jian)(jian)管(guan)(guan)局(ju)(ju)、省(sheng)(sheng)(sheng)藥(yao)監(jian)(jian)局(ju)(ju)、合(he)(he)肥海關參與)對納入《產業(ye)結構調整指導目錄(lu)》淘(tao)(tao)汰(tai)類(lei)的(de)(de)(de)工(gong)(gong)業(ye)化(hua)學(xue)品(pin)、農藥(yao)、獸藥(yao)、藥(yao)品(pin)、化(hua)妝品(pin)等未按(an)期淘(tao)(tao)汰(tai)的(de)(de)(de),依(yi)法停(ting)止(zhi)(zhi)其產品(pin)登(deng)記或(huo)生(sheng)(sheng)產許可證核發。(省(sheng)(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)(sheng)經濟(ji)和(he)信息化(hua)廳(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)農業(ye)農村(cun)廳(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)市場監(jian)(jian)管(guan)(guan)局(ju)(ju)、省(sheng)(sheng)(sheng)藥(yao)監(jian)(jian)局(ju)(ju)按(an)職(zhi)責分工(gong)(gong)負責)強化(hua)環(huan)境影響評價管(guan)(guan)理(li)(li),嚴(yan)(yan)(yan)格(ge)(ge)涉新(xin)污染(ran)物(wu)(wu)(wu)建(jian)設(she)項(xiang)目準入管(guan)(guan)理(li)(li),對不符合(he)(he)新(xin)污染(ran)物(wu)(wu)(wu)管(guan)(guan)理(li)(li)要求的(de)(de)(de)建(jian)設(she)項(xiang)目,依(yi)法不予(yu)審批。(省(sheng)(sheng)(sheng)生(sheng)(sheng)態環(huan)境廳(ting)(ting)(ting)(ting)負責)嚴(yan)(yan)(yan)格(ge)(ge)落實禁(jin)止(zhi)(zhi)進(jin)(jin)(出(chu))口(kou)(kou)貨物(wu)(wu)(wu)目錄(lu)和(he)《中(zhong)國嚴(yan)(yan)(yan)格(ge)(ge)限制的(de)(de)(de)有毒化(hua)學(xue)品(pin)名錄(lu)》的(de)(de)(de)管(guan)(guan)理(li)(li)要求,加(jia)強進(jin)(jin)出(chu)口(kou)(kou)管(guan)(guan)控(kong)和(he)進(jin)(jin)出(chu)口(kou)(kou)環(huan)境管(guan)(guan)理(li)(li)。(省(sheng)(sheng)(sheng)商務廳(ting)(ting)(ting)(ting)牽(qian)頭(tou),合(he)(he)肥海關、省(sheng)(sheng)(sheng)生(sheng)(sheng)態環(huan)境廳(ting)(ting)(ting)(ting)參與)依(yi)法嚴(yan)(yan)(yan)厲打(da)擊(ji)淘(tao)(tao)汰(tai)類(lei)化(hua)學(xue)物(wu)(wu)(wu)質(zhi)的(de)(de)(de)非法生(sheng)(sheng)產和(he)加(jia)工(gong)(gong)使用。(省(sheng)(sheng)(sheng)市場監(jian)(jian)管(guan)(guan)局(ju)(ju)牽(qian)頭(tou)、省(sheng)(sheng)(sheng)農業(ye)農村(cun)廳(ting)(ting)(ting)(ting)、省(sheng)(sheng)(sheng)藥(yao)監(jian)(jian)局(ju)(ju)參與)

9.加(jia)強(qiang)產(chan)(chan)品中重(zhong)(zhong)點管控新(xin)污染(ran)物(wu)(wu)含(han)量(liang)(liang)控制(zhi)。依據國家及我省(sheng)產(chan)(chan)品質(zhi)量(liang)(liang)強(qiang)制(zhi)性標準,強(qiang)化(hua)產(chan)(chan)品質(zhi)量(liang)(liang)執法監督(du),加(jia)強(qiang)對玩具、學(xue)生用品等相關產(chan)(chan)品中重(zhong)(zhong)點管控新(xin)污染(ran)物(wu)(wu)含(han)量(liang)(liang)控制(zhi)的監督(du)管理,減少(shao)產(chan)(chan)品消費過(guo)程中造成(cheng)的新(xin)污染(ran)物(wu)(wu)環境排放。(省(sheng)經濟(ji)和(he)信息(xi)化(hua)廳牽(qian)頭,省(sheng)市場監管局(ju)參與)開展國家環境標志產(chan)(chan)品和(he)綠色(se)產(chan)(chan)品標準、認證、標識體系中重(zhong)(zhong)點管控新(xin)污染(ran)物(wu)(wu)限值和(he)禁用要(yao)求的宣傳,指導(dao)企業落(luo)實重(zhong)(zhong)點管控新(xin)污染(ran)物(wu)(wu)標識或提示要(yao)求。(省(sheng)市場監管局(ju)、省(sheng)生態環境廳按職責分工(gong)負責)

(四)強化過程(cheng)控制,減少(shao)新污染(ran)物排(pai)放

10.加強(qiang)清(qing)潔(jie)(jie)生(sheng)產(chan)(chan)和綠(lv)(lv)色制(zhi)造(zao)。對使用有(you)(you)(you)(you)毒(du)有(you)(you)(you)(you)害(hai)化學(xue)物(wu)質(zhi)(zhi)進行生(sheng)產(chan)(chan)或者在生(sheng)產(chan)(chan)過程中排放(fang)有(you)(you)(you)(you)毒(du)有(you)(you)(you)(you)害(hai)化學(xue)物(wu)質(zhi)(zhi)的(de)企業依(yi)法實(shi)施(shi)強(qiang)制(zhi)性清(qing)潔(jie)(jie)生(sheng)產(chan)(chan)審核,全面推進清(qing)潔(jie)(jie)生(sheng)產(chan)(chan)改(gai)(gai)造(zao)。(省(sheng)生(sheng)態(tai)環境(jing)廳(ting)牽頭(tou),省(sheng)發展改(gai)(gai)革委、省(sheng)經濟和信(xin)息化廳(ting)參與(yu))強(qiang)化信(xin)息公(gong)(gong)開監管(guan),督促(cu)指(zhi)導企業采取便于(yu)公(gong)(gong)眾(zhong)知曉(xiao)的(de)方式公(gong)(gong)布使用有(you)(you)(you)(you)毒(du)有(you)(you)(you)(you)害(hai)原料(liao)的(de)情況以(yi)及排放(fang)有(you)(you)(you)(you)毒(du)有(you)(you)(you)(you)害(hai)化學(xue)物(wu)質(zhi)(zhi)的(de)名稱、濃度和數量等(deng)相關信(xin)息。(省(sheng)生(sheng)態(tai)環境(jing)廳(ting)負(fu)責(ze))推動將有(you)(you)(you)(you)毒(du)有(you)(you)(you)(you)害(hai)化學(xue)物(wu)質(zhi)(zhi)的(de)替代和排放(fang)控制(zhi)要求納入綠(lv)(lv)色產(chan)(chan)品、綠(lv)(lv)色園區、綠(lv)(lv)色工(gong)廠和綠(lv)(lv)色供應鏈等(deng)綠(lv)(lv)色制(zhi)造(zao)標準體(ti)系(xi)。(省(sheng)經濟和信(xin)息化廳(ting)、省(sheng)市(shi)場監管(guan)局按職責(ze)分工(gong)負(fu)責(ze))

(一)加強(qiang)組織(zhi)領導(dao)

堅持(chi)黨對新污染物(wu)(wu)治(zhi)理(li)工(gong)(gong)(gong)作(zuo)的全面領導。全省(sheng)各級人民(min)政(zheng)府要加(jia)強(qiang)對新污染物(wu)(wu)治(zhi)理(li)的組織領導,依據(ju)本方案(an)的相(xiang)關(guan)要求,制定貫徹落(luo)實(shi)(shi)計劃,明確部門分(fen)(fen)(fen)工(gong)(gong)(gong),抓好工(gong)(gong)(gong)作(zuo)落(luo)實(shi)(shi)。省(sheng)有關(guan)單位要強(qiang)化責(ze)(ze)任意識,加(jia)強(qiang)分(fen)(fen)(fen)工(gong)(gong)(gong)協作(zuo),共同(tong)做好新污染物(wu)(wu)治(zhi)理(li)工(gong)(gong)(gong)作(zuo),2025年對本工(gong)(gong)(gong)作(zuo)方案(an)實(shi)(shi)施情況進(jin)行評估。將新污染物(wu)(wu)治(zhi)理(li)中存(cun)在(zai)的突出生態(tai)環(huan)(huan)(huan)境問(wen)題納入省(sheng)生態(tai)環(huan)(huan)(huan)境保護督察。(省(sheng)生態(tai)環(huan)(huan)(huan)境廳牽頭,有關(guan)部門按職責(ze)(ze)分(fen)(fen)(fen)工(gong)(gong)(gong)負責(ze)(ze))

(二)強化環境監管執法

(三)強(qiang)化資金保障

加(jia)強資(zi)金(jin)統籌,強化(hua)對(dui)新(xin)污染(ran)物治理技(ji)術標準體(ti)系建立(li)、調(diao)查、篩查、風險評估、監測(ce)、執法和(he)試點等經費保障。拓寬資(zi)金(jin)投入(ru)渠道,營造(zao)有利的市場(chang)和(he)政(zheng)(zheng)策環境(jing),綜合運用土地、規劃、金(jin)融、稅(shui)收、價格等政(zheng)(zheng)策,鼓勵社會資(zi)本進(jin)入(ru)新(xin)污染(ran)物治理領域,引導金(jin)融機構加(jia)大對(dui)新(xin)污染(ran)物治理的信(xin)貸(dai)支持(chi)力度。新(xin)污染(ran)物治理按(an)規定享受稅(shui)收優惠政(zheng)(zheng)策。(省(sheng)財政(zheng)(zheng)廳牽頭,省(sheng)生態環境(jing)廳、省(sheng)稅(shui)務局、省(sheng)銀(yin)保監局參與(yu))

(五)強化信息報送

各市(shi)及(ji)省有(you)關部門每年(nian)(nian)要對新污染(ran)物(wu)治理工(gong)(gong)作(zuo)情況(kuang)進行總結,總結工(gong)(gong)作(zuo)中(zhong)好的經驗做法,梳理存在(zai)的問題及(ji)新污染(ran)治理工(gong)(gong)作(zuo)過程中(zhong)發現的環境、健康風(feng)險(xian),明(ming)確下(xia)一(yi)步工(gong)(gong)作(zuo)舉措,并(bing)于每年(nian)(nian)1月30日前將上一(yi)年(nian)(nian)度新污染(ran)物(wu)治理工(gong)(gong)作(zuo)總結報(bao)送至(zhi)省生態環境廳。(省生態環境廳牽頭,有(you)關部門按職責分工(gong)(gong)負責)
